AFAIK, the steam hauled mP54s followed the standard PRR painting
instructions, so yes, the prewar lettering and striping should be black
shadowed. BTW, don't expect that on many models, including ConCor,
because it is so difficult to even see it.
As for pre-war Tuscan... um, well, the paint committee is working on it!
I've previously noted my pre-war Tuscan with Poly Scale, but I'm not happy
with it, and in fact, the paint committee thought that my FCC was actually
closer to Tuscan <VBG>. That paint is a 1:1 mix of Special Oxide Red and
Zinc Chromate. I'm still working on a Scalecoat formulation for my brass
PRR passenger models.
