    Assuming this is what is also called a 'tilting target',
    There is some discussion in Railway-Signaling group on
    Yahoo.  John Ingham posted his list of surviving specimens,
    Including one (as of summer 07) at New Castle, PA.
    Another is preserved at the Illinois RR Museum, sundry others:

    The only model specific article I am aware of is the two arm specimen,
    now gone, on the NH at Willimantic, CT: not apropos PRR...
