I believe that I have one of what you are referring to.  It is a marker that came to me as being from a J1.  There are two separate lenses located behind a single sheet of glass.  Each lens has its own bulb.  There aren't any moving parts except for rear access to replace bulbs and lenses.  The color change is made exclusively by which bulb is illuminated.  Red is above and yellow is below.  The usage would have been dependent upon the rule book in effect at the time, just as Pat McKinney makes reference to.
 
It seems probable to me that these markers preceded the bulls eye markers.  Especially if the yellow wasn't really needed, such as the rules changed.  I also have a pair of bulls eye markers that supposedly came off of an I1sa.  The  bulls eye markers are fabricated from flat pieces of steel welded together with what appears to be a piece of old, used boiler tube stock.  The lens holder with screws and a hinge are more of the same quality of work, a bit on the rough side.  Perhaps someone more knowledgeable would care to comment on this style of marker.
 
By comparison, the J1 marker is much more refined with a much higher quality level of manufacture.
