Google has scanned and posted a copy of the 1859 edition of "Charter
and Supplements of the Pennsylvania Railroad etc."

Try this URL:

If that doesn't work, go to books.google.com, then in their search
box, type "charter pennsylvania railroad" without the quotes.

Among other things in that are the acts authorizing the construction
of the Indiana branch and the act authorizing sale of the Main Line
of Public Works, both things I had wanted to see and couldn't find.
