This is not only unethical, but illegal. If a project is cancelled,
you have the right to expect any deposit to be refunded completely.
If it is not, you should pursue legal action, including contacting
the attorney general of the state in which the company was that took
the deposit. In addition, federal law protects you in that goods
must be delivered within 30 (IIRC) days of when you check is cashed.
Several resin builders have gotten into trouble over this. Finally,
you may have trouble getting 100% back if the company went bankrupt,
but then you should be listed as one of the creditors and should
receive at least some of your money... and perhaps the satisfaction
of seeing someone go to jail if they spent your deposit.
