Todd,

In Dan Cupper's book, Rockville Bridge Rails Across the Susquehanna, on page 30 there is a drawing from May 10, 1900 Engineering News.  Here are some dimensions from it:
Inside of an arch (i.e. the bottoms of the stones that were closest to the water):
Width: 70 feet (pier to pier)
Height: 20 feet (top of the vertical side of a a pier to the top of the inside of the arch)
Radius: 40 feet, 6.25 inches (hard to read this)

>From the text the four tracks were 46 feet above low water level.
