Pat McKinney misunderstood me in the same way you have. I am aware of  
the "west" yard (west of the yard office/entrance from LEWIS) which  
you are referring to as the upper yard. I am talking about the yard  
between that and the station. There are two "tiers", which I referred  
to as "upper" and "lower" based on a view of the diagram. Perhaps  
"north" and "south" would be better.

It is the "south" yard that contains the division boundary while the  
"north" yard does not. This is where I was wondering if the "south"  
was an S&L yard and the "north" was a Milroy yard.

My question does not bring the "west" yard into play at all. I think  
everyone is now in agreement that it was used for mainline setouts/ 
pickups.
