[PRR-talk] 1938 "County" sleepers- skirting removed by '50's?

In looking in the June 1982 "Keystone on page 40 there is a photo  dated May 
1948 of the "Allegheny County" which shows that most of  the skirting length 
between the trucks had been removed.
 
On that same page is photo of another 1938 built sleeper, the "Cascade  Bend" 
which shows the same short skirting, but that photo was recorded as  being 
taken a few years later in June 1955.
