Chris,
          At one time the  Middle Division went to ROCKVILLE ("RJ" ).at least 
according to a 1907 Middle  Div. Map I have.  Enola was Phila Div at this 
time. Not exactly sure what  year it was moved back to just west of BANKS at 
approx.MP 113.4. 
      Road crews did cross division points to get  to terminal yards but 
would not work local freights.That would be a Phila div  crew to work out of Enola 
or Hsbg.
     If the car was properly blocked,a Steelton  car would likely be on a 
train that did not yd at Enola but went to Hsbg yd.  That is not to say that it 
could be routed into Enola, humped again onto a track  for a Hsbg transfer and 
then finally leave Hsbg yd in a local.
