Let's say a car arrives from Pittsburg for the Beth Steel plant in  Steelton. 
 Did this car have to go to a freight yard further east  (Philadelphia?) to 
get on a freight to come back to be  delivered?



Would not such a car have been blocked in Pittsburgh or Altoona for  delivery 
to
Lucknow?
